The balloon was caught in a photo taken by an eyewitness in Stenche (Macedonia).
While I was there, I was photographing mountains in Macedonia. Only on arrival I saw that there is a ball in 2 photos.

STENCHE — Ik maakte tijdens wat foto's van de bergen in Macedonië. Pas Na aankomst zag ik dat op 2 foto's een bol staat.

Hypotheses
Marker wire
Used to make the wire visible, and prevent Christiania wires. Installed at the intersections of waterways, roads, places of migratory birds near airports, etc. the color of the marker balls is chosen so that the balloons are distinguishable from the surrounding area.
Investigation
In the photo, not one ball, but several (red and white). These are wire markers that are designed to prevent damage and loss of life when low-flying vehicles hit and become entangled in power lines.
Probably the wire on which they are held is not visible due to the lighting features.
