So, this is the third or fourth time in three years that we have seen a similar object in our area (Northlake, Roanoke, Texas) three times right before the hurricane, the wind direction is southwest and the speed is about 35 mph.
The object was moving at a constant speed. speed to the north, and it was not affected by the weather. My first thoughts were about a garbage bag or a drone, but it didn't work on anything.
My 11-year-old daughter was filming this while I was driving, and I would like her to continue filming. In all cases, the object disappears in the blink of an eye, creating a camera flash once before disappearing.

Donut tire ring ufo
So this is the third or fourth time in three years we’ve seen an object like this in our area (Northlake , Roanoke Tx) three times right before a storm , wind direction SW and speed was about 35 mph object was traveling at a constant speed north and was not effected by the weather . First thoughts were trash bag, or drone but it was not acting like either. My daughter who is 11 filmed it while I drove and I wish she had kept filming . On all occasions the object vanishes within a blink , once making a camera like flash before disappearing.

Balloons - different sizes and shapes size toy, often made of latex. Is inflated with air or other gas. If the gas is lighter than air, the ball gains the ability to fly. The photo looks like a small dot. The colors and the opacity depends on the texture and color of the ball.
Investigation
Based on the shape of the donut, it can be a balloon that moves in the wind. Its speed seems to be high due to the parallax effect.
