Alben Formiller, a retired Chicago police officer and Phoenix resident, about 70 years old, was in Cholla Bay, Mexico, on November 5. Around 9 o'clock, he said, he was startled to see the land and ocean suddenly "light up like daylight." 

He had been on the beach all day and was leaning against his pickup truck, about 25 feet (7.5 m) from the water's edge. Formiller could make out a ray coming from the sky, but at first he couldn't figure out where it came from. However, within a few seconds, he was able to distinguish the object itself, which was grayish-white, oval, with a black or dark tube with a diameter of 12-16 inches (30.4-40.6 cm), to the left of the center of the object and tilted to the left at an angle of 5-10 degrees from the vertical. 

Formiller said the object looked like a cloud and seemed to "roll" very slowly.He said that parts of it will rise, but never separate from the main part of the "cloud". There was no sound. 

First, the "searchlight" illuminated about a mile of water and a small section of a rocky promontory to the left of the witness. However, almost as soon as he noticed it, the illuminated area narrowed to a diameter of about a mile. This illuminated area and beam ranged between 50 and 150 feet from the shore. 

Soon after, the searchlight went out, and a white light, fainter than the searchlight and described as a glow, illuminated the upper half of the object, so that the lower side was no longer visible.

Then the white glow disappeared and the object made a 180° degree turn, which gives the Formier (due to its slight upward tilt) a top and side view of the object when it turns. This allowed him to observe a green glow or light that increased by 1/3 of the distance around the object on each side of the center point of what he considered its "back". 

Again, the upper part was illuminated and the lower part was not visible, and the object began to move away, Fotmiller estimated a speed less than that of the jet, and it maintained a constant speed until it disappeared from view to the West.

Formiller made a logical assumption that the object must have been, or at least could have been, sighted from San Felipe, Baja California, which is across the Gulf of California to the West.

This enabled him to observe a green glow or light that the extended l/3 of the distance around the object on each side from a central point on what he took to be its “back.” Again the top was illuminated and the bottom was not visible and the object began to move away, Fotmiller estimated the speed to be less than that of a jet, and it maintained a steady speed until it disappeared from sight into the west, Formiller made the logical assumption that the object must have been or at least could have been seen from San Felipe, Baja California, which is across the Gulf of California to the west.
