Charles P. Kenyon, 39, of new Windsor, MD., took his wife and their four children to a location outside of Westminster to observe the then-severe thunderstorm and thunderstorm.

Kenyon and his wife watched the object for 20 minutes as it maneuvered through the countryside. Kenyon said the outline of the object, including a pulsing amber light at the top and a bubbly protrusion at one end, was clearly visible thanks to lightning flashes every few seconds.

At one point, the UFO flew within 3,000 feet (914 m) of Kenyon's car at an altitude of 200-300 feet (60.9-91.4 m). During one of the passes, the object made a strong howl for a few seconds, similar to the sound of an air conditioner. Just before disappearing, the UFO was seen to turn on what appeared to be a white landing beacon to search for land below.
