Initial data
The witness was driving at a moderate speed when he saw a blue light beam to the right of the road. It looked like a laser beam, but in a strange way the light was in a vertical position, changing the focus point from time to time, once by 30, or 45, or 90 degrees.
He pulled over to the side of the road and stayed in the car. Then he saw three or four "shapes" near the light. He turned off the engine, turned off the lights, and rolled down the windows to get a better look.
He got out of the car and went to the fence, from there he saw at a distance of about 150 meters a beautiful blue light with 4 "shapes" moving around it. He also heard a "scratching" sound.
After about 3 minutes, a blinding beam of light blinded him, causing his eyes to ache. He could see the "shapes" inside the object, apparently standing on some kind of object-like platform.
The whole thing rose and turned 45 degrees at a fantastic speed.

Summary: The witness was driving at moderate speed when he saw a light blue beam of light on the right side of the road. It resembled a laser beam, but strangely the light was in a vertical position, changing its focal point from time to time, once at 30, or 45, of 90 degrees. He pulled over to the side of the road and remained in the vehicle. Then he saw three or four “forms” near the light. He shut his engine, turned the lights off, and rolled down the windows to get a better look. He stepped out of the car and walked up to a fence, from there he could see at about 150 meters away a beautiful blue light with 4 “forms” moving around it. He also heard a “scratching” sound. After about 3 minutes, a blinding beam of light blinded him making his eyes hurt. He was able to see the “forms” inside the object apparently standing on some type of platform like object. The whole thing rose up and made a 45-degree turn taking off at fantastic speed.
