Initial data
I live in the USA. My brother called me from South Africa to find out how he could report what he saw in the sky. It was a clear starry night.
He saw a round, moon-like object in the distant sky (north direction). The object was similar to the moon, but was about 4 times larger than the distant moon.
Some circular light-like pulses began to radiate from the object in a circle. Then the object split into two objects of similar shape, and both of them emitted the same pulses. He began to move away very quickly into the distance.
He called the South African Meteorological Service in Pretoria, and they informed him that they had had a similar call reporting the same objects just a few minutes before he called. They offered to call the meteorological services tomorrow.
