This was done on October 19, 2023 over Albany, New York, when I was driving across the Hudson River at about 7:23 a.m.
I don't know what to think.
The directions I was looking at were northwest. At that time, the radar did not show any aircraft in the area. It was foggy, but the second photo cleared up.

Took this on October 19th 2023 over Albany NY when I was driving across the Hudson River around 723 am. Not sure what to think.

Directions I was facing was northwest. Flight radar showed no aircraft in the area at the time. Was foggy but cleared up for the second photo.

The lights of cranes, pipes and skyscrapers
Most often, this category can be attributed to the lights of a crane, high-rise buildings, boiler pipes, etc., equipped with nighttime lighting that is visible through the haze, fog, or when the color match between the support and the color of the surrounding space.
For unexplained may be taken accidentally or deliberately issued when shooting photos and video. A feature of the lights of a construction crane (in contrast to the street lights) is the movement of the boom, which is a light source.
Investigation
In the comments to the photo, we found out that these are the lights of the building, breaking through the fog.
Link to a photo of the place in the afternoon earth.google.com , where it is clearly visible that there is a building in place of the photo of the lights. On it, the lights project the text "New York Tough". Probably, some of them are visible in the photo.
